Why does the Lord not give one a heart, a tender heart to hear and heed His will? In Deuteronomy 29:4, the Scripture reads: "...but Jehovah hath not given you a heart to know, and eyes to see, and ears to hear, unto this day" (ASV).
Why?
Later on in the chapter, the Lord said why. The attitude of one's heart is crucial to the receiving of the Lord's will. "and it come to pass, when he heareth the words of this curse, that he bless himself in his heart, saying, I shall have peace, though I walk in the stubbornness of my heart, to destroy the moist with the dry" (29:19).
Notice that one hears, but refuses to submit because of stubbornness. Thus, it's not that the Lord desires one to not believe, it's that the one who hears does not because of his own heart. It reminds of of Jeremiah 17:9-10 "The heart is deceitful above all things, and it is exceedingly corrupt: who can know it? I, Jehovah, search the mind, I try the heart, even to give every man according to his ways, according to the fruit of his doings."
The Lord is willing to give, but the hearer must be willing to submit. RT
